The Payoneer Commercial Mastercard program offers 2 types of card services. Payoneer will not apply a per-transaction fee for purchases made in USD using the Payoneer Digital Purchasing Mastercard of the same currency, across the globe; and for purchases in EUR, USD, GBP and CAD made using the Payoneer Commercial Debit Mastercard of the same currency within EEA region. Availability for Payoneer cards is subject to eligibility and Payoneer’s internal policies and procedures in place at the time you order. Not all services/products may be available to all territories in the same way.

Conclusion
Payoneer is a legitimate company and payment processor that has been operating for many years with no issues. Their cards are easy to obtain, and very convenient for usage as they can be used globally, online, offline and at ATM machines. Their receiving and conversion fees are very low and fair, which is awesome.
And one of the things I really appreciate is that there is almost no fee to withdraw money from ATMs if you’re withdrawing money in the same currency as your card (USD in the United States, Euro in European countries, etc).
